The first biennial renewal window lands in July 2026 for facilities that registered in 2024, so any brand that assumed registration was a one-time task needs to revisit it now.

Product Listing (FDA Form 5067)

Product listing falls to the brand's designated Responsible Person and must be updated annually, or within 120 days of launching a new product.

Compliance snapshot: As of January 2026, the FDA reported over 14,000 active facility registrations and nearly one million active product listings, a sign of how much more visibility the agency now has into who manufactures what.

Other MoCRA Requirements in Motion

A few other pieces of MoCRA are still in motion. The FDA has not yet finalized Good Manufacturing Practice (GMP) regulations for cosmetics facilities, though draft guidance is expected. Serious adverse events must be reported within 15 business days of receipt, and records need to be kept for six years. Brands under $1 million in average annual sales are exempt from registration and listing, but not from adverse event reporting or safety substantiation.
